"If you want to lift yourself up, lift up someone else" means if you want to help yourself help someone first. I want to be good at something so my friend helped me out before helping himself. If someone needs help on a question I could help him before helping myself. If I want to be better at baseball my friend can help me first, then help himself. If I want to be better at Wii my cousin could help me first, then himself.
